How can I get on the Village Planning Board agenda?

What group is this for:
The planning board meets the first and third Tuesday of each month. A
complete application (NEED TO PUT A LINK HERE WHEN THE DOCUMENTS ARE
UP) must be submitted to the planning and zoning clerk with appropriate
fee the Tuesday a week before the meeting. Planning submission document
only on paper.
