January 19, 2012 Town of Rhinebeck Annual Accounting Meeting Minutes


 

At 4:30 Deputy Supervisor Washburn opened this meeting and led the Board in the Pledge of Allegiance.  Council members Elizabeth Spinzia, Gina Fox and Joe Gelb were also present.

 

The Board received annual reports from the Board of Assessors, Building Department, Zoning Office, Cemetery, Conservation Advisory Board, Justice Courts, Highway Department, Historian, Planning Board, Recreation Department, Tax Collector, Town Clerk, Transfer Station/Recycling Center, and Zoning Board of Appeals.

 

Bruce asked the Board to review these reports and when liaison assignments are made then our internal audit needs to be completed. 

 

Elizabeth would like to see a 5 year replacement schedule be put in place.  She volunteered to take the lead on this project.  She would like to include all 3 fire districts and the police department.  Joe doesn't think the fire and police departments should be included.  Bruce reminded the Board that a couple of years ago the dry hydrant account was set and then the fire department never came back to the Board after their initial presentation.  Kathy Kinsella then suggested that a more proactive approach be taken and start the lines of communication.  Bruce suggested giving Elizabeth the 2009 depreciation of assets and Kathy stated she can send her a template electronically which would help Elizabeth set up this project.

 

Bruce would also like to compare gas logs to overtime logs to see if there is any misuse of the fuel keys. 

 

At this point there was general discussion about possible liaison assignments subject to the Supervisor's approval.  Bruce volunteered to keep recreation, Vanderburgh Cove Sewer District, Maintenance, share Rhinecliff Advisory Council with Elizabeth, Transfer Station, and Rhinecliff Waterfront Committee, and share Thompson Mazzarella Park with Elizabeth and Community Visioning Committee.  Gina would like to drop Web/Tech Committee and work with cemetery, Zoning Department, Dog Control. Elizabeth would like to talk to Tom but is willing to tackle Web/Tech Committee, Highway, C.A.B. and sharing TMP and RAC with Bruce.  Joe said he will keep Assessors, Building Department, Justice Court, Historian, Board of Assessors, PANDA, Planning Board, and Open Space Affordable Housing.  These assignments are actually up to the Supervisor so this will be discussed further at the January 23rd meeting.  Tom's liaisons from last year were Zoning, Aging Committee, Budget/Finance Committee, Collaboration, Emergency Planning, Town Hall personnel, Chamber of Commerce.

 

 

At 5:20 on motion from Elizabeth and second by Joe this meeting was unanimously adjourned.
