Town Board Meeting Minutes
NOVEMBER 26, 2007 TOWN BOARD MEETING
MINUTES
At 6:49 the Supervisor
opened this meeting. Dod Crane, Paul
Niedercorn, Linda Souers, Ellen Silverstein, Steve Block and Warren Replansky
were all present.
ANNOUNCEMENTS
The Open Space and
Affordable Housing Committee are holding forums to present the Implementation
Plan on November 27th at Village Hall at 6:30 and December 3rd
at the Beekman Arms Rotary luncheon at 12 noon.
“No parking” is in effect on
all town roads between the hours of 12 midnight and 8 a.m. through April 15th.
Town landfill will be open
Saturday December 1st from 9-3 for brush and leaf drop off.
Budget public hearing for
Vanderburgh Cove Sewer District will be December 3rd at Town Hall at
6:45.
Holiday Hoedown will be
Saturday, December 1st at Town Hall from 7-10.
Town Board will continue to
review the new Zoning Law at 5 pm November 27th.
PUBLIC HEARINGS
At 6:50 the hearing for the
Rhinebeck Fire Department was opened on motion from Paul and second from
Dod. The budget for 2008 is
$121,350. There were no comments from
the public, so at 6:51 the hearing was closed by Linda and Ellen. All were in favor.
At 6:52 the Hillside Fire
Department hearing was opened by Linda and Paul. Their 2008 contract is for $27,750. No public participation. At 6:53 the hearing was closed on motion from
Paul and second by Dod. Motion carried
unanimously.
BUSINESS BEFORE THE BOARD
1. Paul motioned and Linda seconded to purchase
a lawnmower for the cemetery at $5,399.00.
Paul explained the old mower needs a new deck which would cost
$1,200-$1,500 and probably by next summer will need a new engine at around
$2,000. Keil Equipment came in with a
bid of $5,399. State bid was
$5,600. It is a John Deere ZT 2348XLP
with a 23 HP Kohler motor. Funds will
come from the Cemetery capital equipment fund.
Other estimates were from $5,600 to $6,472.80. The old mower is 5 years
old. The motion passed unanimously. Paul
will notify Garry so he can make the purchase.
2. Paul moved and Ellen
seconded to purchase a new lawn mower for the highway department at $6,639. Kathy Kinsella stated that the department
currently has a 1999 John Deere mower which has a life space of 7-10years. It is not a heavy duty model. The OGS price is $6,639.00 from Rear Briggs
in Millbrook. It will be a budget
transfer from unexpended funds to a capitol project. Linda asked about saving $1,200 with a 48
inch deck instead of a 52 inch deck.
Kathy feels the larger deck is more efficient. Linda questioned if Keil Equipment was also
contacted since they were lower for the cemetery mower than the state bid but
Kathy is not sure they have this model. Accounts
03-04-5130-427 and 03-10-9950-900 will be charged and credited for an amount up
to $7,000. All were in favor.
3, Warren Replansky reported
that the Farley lawsuit on Burger Hill has been dismissed since the Town does
not own the property.
4. Ellen motioned and Dod seconded to authorize
Town Board to sign the 2008 ‘284’ Agreement for the expenditure of highway
funds with the County for road improvements.
Wurtemburgh from 9G to
Hill Road
town line and
from Wurtemburgh to town line are listed on the agreement. She said all these roads are slated for work
in 2008. Ellen asked if
going to be included and Kathy said not at this point; needs to be researched
before moving ahead. All were in
favor. Kathy will get signatures and
send 2 originals to the county.
5. Steve explained that
Shelly has requested the Town Board have a special meeting for budget transfers
as late as possible. Ellen motioned and
Dod seconded to set December 27th at 6:45. All were in favor.

7. Paul motioned and Linda
seconded to appoint Katie Herb as Head Gymnastics Coach per budget salary
schedule. Motion carried unanimously.
8. On motion from Linda and
second from Paul Sarah Rifenburgh was unanimously appointed to the Recreation
Committee through December 31, 2009.
9. Paul moved with Ellen
seconding the appointment of Don McGrath to assist the town in 2 pending tax
appeals at the rate of $200 per hour.

10. Ellen moved with Paul
seconding to approve AB 11B vouchers 1239-1319, checks 2868, 2930-2977 for
$188,117.39. All were in favor.
11. Paul motioned and Dod
seconded to approve the following capital projects:
Cap Project H29 Revaluation ABS #2 V#2, check 2978 for $18,000
Cap Proj 38 ABS #14,Vou 32-34 Check 2980 for
$3,777.70
Cap Proj #31 Town Hall Impr, ABS#9, vou
13-14, check 2979 for $564.25 Motion
carried unanimously.
12. Ellen motioned and Dod
seconded to hire Kaitlin Bonk at $7.15 for 2007 and $7.35 for 2008 for
basketball co coach, pending interview with Karri. All were in favor.
ADJOURNMENT
At 7:45 on motion from Ellen
and second by Dod, the Board went into Executive Session with Highway
Superintendent to discuss contract issue.
Carried unanimously.
At 8:05 the Executive
Session was closed unanimously on motion from Dod and second by Ellen.
At 8:06 the regular business
session was adjourned on motion from Paul and second by Linda. All were in favor.
